LAW OF THE REPUBLIC OF UZBEKISTAN ON INFORMATION AND LIBRARY ACTIVITIES

Chapter 1. General provisions
Article 1. Purpose of this Law. The purpose of this Law is to regulate relations in the field of information and library activities.
Article 2. Legislation on information and library activities. The legislation on information and library activities consists of this Law and other legislative acts.
If an international treaty of the Republic of Uzbekistan establishes other rules than those provided for by the legislation of the Republic of Uzbekistan on information and library activities, the rules of the international treaty shall apply.
Article 3. Basic concepts. In this Law, the following basic concepts are applied: information and library resource — information recorded on a material object in the form of a text, sound recording or image and having details for its identification, storage and access to it; information and library activity — the activity of information and library institutions for the formation of information and library funds and the organization of information and library services based on information and communication technologies; information and library fund — a set of systematized information and library resources; information and library services-providing users with access to information and library resources; consolidated electronic catalog — a set of electronic catalogs of information and library institutions; user — a person registered in an information and library institution for information and library services; electronic catalog — an electronic form of a list of systematized information and library resources; electronic library — an electronic form of the information and library fund.
Article 4. The main tasks of information and library activities. The main tasks of information and library activities are:ensuring users ‘ access to information and library resources; creating conditions for meeting the intellectual, spiritual, moral, cultural and educational needs of users; promoting the revival and further development of national culture, preserving cultural heritage objects; ensuring the mutual use of information and library resources based on information and communication technologies.
Chapter 2. State regulation in the field of information and library activities
Article 5. State administration in the field of information and library activities. State administration in the field of information and library activities is carried out by the Cabinet of Ministers of the Republic of Uzbekistan and the state body specially authorized by it in the field of information and library activities (hereinafter referred to as the specially authorized state body).
Article 6. Powers of the Cabinet of Ministers of the Republic of Uzbekistan in the field of information and library activities. Cabinet of Ministers of the Republic of Uzbekistan:ensures the implementation of the state policy in the field of information and library activities; approves state programs in the field of information and library activities;adopts normative legal acts in the field of information and library activities;establishes the procedure for the creation, reorganization and liquidation of information and library institutions.The Cabinet of Ministers of the Republic of Uzbekistan may also exercise other powers in accordance with the legislation.
Article 7. Specially authorized state body. Specially authorized state body:participates in the implementation of the state policy in the field of information and library activities; develops and implements state programs in the field of information and library activities;coordinates the activities of information and library institutions;develops and adopts normative legal acts and normative documents in the field of information and library activities;establishes the procedure for classifying information and library resources as unique and particularly valuable information and library resources, as well as the procedure for their storage and use;organizes training, retraining and advanced training of personnel in the field of information and library activities; keeps records of information and library institutions;approves the procedure for the formation and maintenance of a consolidated electronic catalog.A specially authorized state body may also exercise other powers in accordance with the legislation.
Article 8. State support of information and library institutions. State support for information and library institutions is provided by:strengthening their financial and material and technical base; attracting investments in the development of information and library activities;establishing tax and other benefits in the implementation of information and library activities.
Chapter 3. Information and library system
Article 9. Information and library system and types of information and library institutions. Information and library system — a set of information and library institutions that operate on the basis of a single organizational and methodological support.An information and library institution can be an independent institution or a structural subdivision of an enterprise, institution or organization.Information and library institutions include:National Library of Uzbekistan; information and library centers;information and resource centers;libraries of state authorities and management;other libraries (libraries of citizens ‘ self-government bodies, non-governmental non-profit organizations, commercial organizations).Information and library institutions according to the content and purpose of information and library funds are divided into universal and special.Universal information and library institutions form information and library collections for different branches of knowledge and meet the needs of different categories of users in information.Special information and library institutions form information and library collections for one or more related branches of knowledge and meet the needs of certain categories of users in information.
Article 10. National Library of Uzbekistan. National Library of Uzbekistan — national universal information and library institution that organizes and carries out information and library activities in the Republic of Uzbekistan in the interests of the development of national and world culture, science and education.National Library of Uzbekistan:participates in the development and implementation of state programs in the field of information and library activities; forms the information and library fund, ensures its safety and provides users with the most complete collection of national and foreign publications;receives a mandatory copy of publications, state bibliographic records of publications issued in the Republic of Uzbekistan;forms an electronic library and an electronic catalog;carries out and coordinates research and scientific and methodological activities in the field of library science, bibliography and book science;carries out work on the preservation of the library and the Library of the Republic of Uzbekistan., preservation and restoration of unique and especially valuable information and library resources; forms and maintains a consolidated electronic catalog;creates conditions for mutual use of information and library resources;interacts with other information and library institutions.The National Library of Uzbekistan may also exercise other powers in accordance with the legislation.The information and Library Fund of the National Library of Uzbekistan is state property.
Article 11. Information and library centers. Information and library centers — universal information and library institutions that organize and carry out information and library activities in the Republic of Karakalpakstan, regions and the city of Tashkent.Information and library centers:form the information and library fund and ensure its safety; form an electronic library and an electronic catalog; receive a mandatory copy of publications issued in the relevant territory;perform bibliographic work., scientific and methodological and cultural and educational work; coordinate the activities of information and library institutions in the relevant territory and carry out their organizational and methodological support;participate in the formation of a consolidated electronic catalog;create conditions for the mutual use of information and library resources;interact with other information and library institutions;collect and keep records of information and library resources of depository storage of information and library institutions on the relevant territory. territories.Information and library centers may also exercise other powers in accordance with the law.The information and library fund of information and library centers is state property.
Article 12. Information and resource centers. Information and resource centers are universal information and library institutions established at state educational institutions that carry out information and library activities aimed at meeting the needs of students, as well as the population in information.Information and resource centers:form the information and library fund, mainly of scientific and educational content, in accordance with the profile of the educational institution and ensure its safety;form an electronic library and an electronic catalog; ensure the mutual use of information and library resources; interact with other information and library institutions; participate in the formation of a consolidated electronic catalog;develop cooperation with educational, scientific institutions and archives, local government authorities, national cultural centers and other organizations for the joint implementation of cultural, educational and cultural activities., information and other programs and projects.Information and resource centers may also exercise other powers in accordance with the legislation.The information and library fund of information and resource centers is state property.
Article 13. Libraries of state authorities and management bodies. Libraries of state authorities and management bodies — special information and library institutions that carry out information and library activities in the order of, established by law.Libraries of state authorities and management bodies: form the information and library fund and ensure its safety; form an electronic library and an electronic catalog;ensure the mutual use of information and library resources;interact with other information and library institutions;participate in the formation of a consolidated electronic catalog.The information and library fund of the libraries of state authorities and management bodies is state property.Regulations on libraries of public authorities the authorities and departments are approved by the heads of these bodies.
Article 14. Other libraries. Other libraries — universal or special information and library institutions that carry out information and library activities in accordance with the procedure of, established by their founders.Other libraries:form the information and library fund and ensure its safety; form an electronic library and an electronic catalog; ensure the mutual use of information and library resources;interact with other information and library institutions;participate in the formation of a consolidated electronic catalog.The information and library fund of other libraries is the property of their founders.Regulations on other libraries are approved by their founders.
Article 15. Creation, reorganization and liquidation of information and library institutions. The creation, reorganization and liquidation of information and library institutions is carried out in accordance with the procedure established by law.
Chapter 4. Information and library fund
Article 16. Formation of the information and library fund. The formation of the information and library fund is carried out by its acquisition, accounting, processing, placement and storage in accordance with the goals and objectives of the information and library institution.
Article 17. Acquisition of the information and library fund. The information and library fund is completed by purchasing, subscribing, exchanging, receiving free of charge, including accepting as a gift publications and other information and library resources.
Article 18. Accounting, processing, placement, storage and use of the information and library fund. Accounting, processing, placement, storage and use of the information and library fund is carried out in accordance with the procedure established by law.
Part of the information and library fund, completed by obtaining a mandatory copy of publications, as well as containing unique and particularly valuable information and library resources, is a national cultural heritage and is stored as an object of material cultural heritage.Deterioration of the material and technical support of information and library institutions, their transfer to premises that do not meet the requirements of labor protection, standards and conditions of storage of information and library funds is not allowed.
Chapter 5. Rights and obligations of users
Article 19. User rights. Users have the right to: access to information and library institutions and information and library resources; free choice of information in accordance with their needs;information about the list of services provided, including paid services, and the conditions for their provision;information about the availability of requested information and library resources.Users may also have other rights in accordance with the law.
Article 20. User responsibilities. Users are required to:to observe the rules of use in information and library institutions; to take care of information and library resources, to prevent their loss or damage, and in case of damage to compensate it in the prescribed manner;not to take actions aimed at reducing the quality of work of information and library institutions.Users may also have other obligations in accordance with the law.
Article 21. Information and library services for users with disabilities. Information and library services for users with disabilities are provided in information and library institutions by providing information and library resources on special media using special technical means.
Chapter 6. Financing of information and library institutions. Associations of information and library institutions. International cooperation
Article 22. Financing of information and library institutions. Funding of information and library institutions is carried out at the expense of:funds of the State Budget of the Republic of Uzbekistan; funds of the founders;funds received from the provision of paid services;other sources not prohibited by law.
Article 23. Associations of information and library institutions. Information and library institutions may form associations in order to coordinate information and library activities, as well as to represent and protect common interests, in accordance with the procedure established by law.
Associations of information and library institutions:promote the development of information and library activities; participate in the development and implementation of state programs in the field of information and library activities;prepare proposals for improving legislation on information and library activities;participate in the organization of retraining and advanced training of personnel of information and library institutions.Associations of information and library institutions may also exercise other powers in accordance with the legislation.
Article 24. International cooperation in the field of information and library activities. International cooperation in the field of information and library activities is carried out in accordance with the legislation and international treaties of the Republic of Uzbekistan.
Chapter 7. Final provisions
Article 25. Dispute resolution. Disputes arising in the field of information and library activities are resolved in accordance with the procedure established by law.
Article 26. Responsibility for violation of the legislation on information and library activities. Persons guilty of violating the legislation on information and library activities are liable in accordance with the established procedure.
Article 27. Bringing the legislation into compliance with this Law. To the Cabinet of Ministers of the Republic of Uzbekistan:to bring the decisions of the government in accordance with this Law;to ensure that the state administration bodies review and cancel their normative legal acts that contradict this Law.
Article 28. Entry into force of this Law. This Law comes into force from the date of its official publication.

Charter of the Yashnabad Information and Library Center
I. General rules
1. The Yashnabad District Information and Library Center is a universal information and library institution providing services to the public in information and library activities in the interests of the development of national and world culture, science, and education in the territory.
2. The Information and Library Center of Yashnabad district is under the jurisdiction of the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan (hereinafter referred to as the agency) under the jurisdiction of the Tashkent City Information and Library Center “Bilim” in the system of the National Library of Uzbekistan named after Alisher Navoi (hereinafter referred to as the National Library).
3. The Yashnabad district Information and Library Center in its activities is guided by the Constitution, laws of the Republic of Uzbekistan, decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other legislative acts, decisions, orders, orders and orders of the agency, national and regional laws, By the orders and orders of the library, Tashkent Bilim is guided by the orders and orders of the information and library center, as well as these Regulations.
4. The Yashnabad District Information and Library Center is a methodological center for all organizations and departments of the district.
5. The Information and Library Center of Yashnabad district develops information and library relations with information and library institutions in the territory, scientific and educational institutions of the Republic of Uzbekistan and summarizes reports, statistical and other information related to their activities, and submits it to the Bilim Information and Library Center of Tashkent.
6. The information and library fund of the Yashnabad District Information and Library Center is state-owned.
7. Replenishment of the information and library fund of the Yashnabad District Information and Library Center is carried out by purchasing information and library resources and subscribing to periodicals, receiving information and library resources free of charge (as a gift) by legal entities and individuals and exchanging information and library resources with other information and library institutions.
8. Rare and especially valuable publications stored in the funds of the Yashnabad Regional Information and Library Center are considered national cultural values and are subject to preservation as objects of tangible cultural heritage.
9. The Yashnabad District Information and Library Center is a legal entity, has a seal with the image of the coat of arms of the Republic of Uzbekistan and its name, accounts in banking institutions and personal accounts in treasury departments.

II. The main tasks of the Yashnabad District Information and Library Center
13. The main objectives of the Yashnabad District Information and Library Center are:
creation of favorable conditions and an extensive information and resource base for comprehensive satisfaction of intellectual, cognitive, spiritual, moral and cultural needs of the population, especially young people, based on the principle of ensuring the possibility of choosing the source, forms and methods of obtaining information using modern information and communication technologies;
assistance to the revival and further development of national culture and the preservation of the historical, spiritual and cultural heritage of the peoples of Uzbekistan;
coordination and management of the activities of information and library institutions in the territory;
provision of methodological assistance to information and library institutions and libraries operating in the territory, coordination of their work, interaction with information resources;
organization of work on the organization of electronic information and information services, automation of information and library activities using modern computer tools and data transmission technologies;
organization of remote use of information and library resources, formation and maintenance of the district consolidated electronic catalog and electronic information and library fund with connection to the database of information resources of the National Library and the territorial information and library center;
systematic replenishment of the information library fund, maintaining bibliographic records of publications;
Keep records of publications in the territory and submit them to the territorial information and library center for compiling the press calendar of Uzbekistan;
Carrying out propaganda work on the publication and distribution of book products, improving the culture of reading and reading in cooperation with the Agency’s territorial department, local publishers, book trade and the media;
To make proposals on the development of the material and technical base of the Yashnabad district information and library center, the introduction of a modern service system in the information and library sector.
Specialists of the Yashnabad Regional Information and Library Center serve readers from Monday to Friday from 9-00 to 18-00 hours, except for official holidays. In addition, readers are not served on the last day of each month, when Friday is declared Purity Day.
III. Main functions of the Yashnabad Regional Information and Library Center
14. The Yashnabad District Information and Library Center, in accordance with its assigned tasks, performs the following functions:
The Yashnabad District Information and Library Center requests proposals from other information and library institutions in the region on improving the sphere, statistical and other information on activities, and submits it in a generalized form to the Bilim Information and Library Center in Tashkent on time.;
Replenishment of the information and library fund of the Yashnabad Regional Information and Library Center with national and foreign publications;
creation of favorable conditions and an extensive information and resource base to comprehensively meet the needs of users in obtaining information about library collections with the introduction of modern highly efficient information and communication technologies;
improvement of forms and methods of information and library services, introduction of new information and library technologies by introducing the results of scientific and methodological research in the information and library sphere;
Participation in the implementation of comprehensive measures to develop the system of publishing and distributing book products, enhance and promote the culture of reading and reading in cooperation with the Agency’s territorial administration, local publishers, book trade and the media;
Yashnabad District Information and Library Center formation of a unified database of all types of information and library resources and ensuring their remote use by other information and library institutions;
Improving the activities of information and library institutions in Yashnabad district, introducing modern forms and methods aimed at further improving the system of information and library services for the population of the district;
systematic and effective organization of propaganda work to enhance the culture of reading and reading, including book presentations, book exhibitions, round tables, memorial evenings, creative meetings, literary and musical evenings;
participation in the organization of industry reviews and contests among readers, librarians and promoters;

provision of specialized information and library services to users with disabilities;
formation and maintenance of an electronic catalog of information and library resources based on established standards;
acquisition of the information library fund by purchasing, subscribing, exchanging and receiving free of charge a mandatory copy of the printed edition, audio and video materials, and other information resources;
accounting, functioning, placement, storage and use of the information library fund;
keep records of all types of information and library resources, including publishing;
maintaining an information library fund and electronic resources based on established standards for ensuring information security;
familiarization with the best practices of foreign information and library institutions, publishers, information centers, participation in conferences on librarianship at local and international levels;
to make recommendations on the development of the information and library sector in the field, based on modern information technologies and local conditions;
Making proposals for retraining and advanced training of specialists of the Yashnabad district Information and Library Center, including acquiring work experience in foreign libraries;
To make specific proposals for the development of the material and technical base of the Yashnabad district Information and Library Center, the effective use of buildings and structures depending on local conditions, and the improvement of conditions for the provision of information and library services to the public;
The Yashnabad District Information and Library Center performs other branch functions in accordance with regulatory legal acts.
IV. Rights and responsibilities of the Yashnabad Information and Library Center
15. The Yashnabad District Information and Library Center has the right to:
In accordance with the Law of the Republic of Uzbekistan “On information and library activities” and these regulations in the territory of the Republic of Uzbekistan using modern highly effective information and communication technologies, creating favorable conditions using sources, forms and methods of obtaining information, providing services to the public in information and library activities using the available extensive information and resource base;
The Yashnabad District Information and Library Center requests reports, statistical and other information from territorial information and library institutions, materials on the implementation of regulatory legal acts, and ongoing work in industry areas.;
approval of annual work plans of information and library institutions of the district and receipt of reports on their implementation;
Development of proposals and recommendations for improving the level of information and library services for the population of Yashnabad district, taking into account continuous improvement;
systematic replenishment of the information library fund, including through depository funds, acquisition, sponsorship, and books donated by the public;
Together with the Agency’s territorial department, local publishing houses, book trade, and the media, participate in propaganda efforts to enhance the culture of reading and reading, and organize spiritual and educational events.;
creation of a database of electronic publications of the information library fund, provision of Interactive information and library services to users;
implementation of additional types of services, such as search, consulting, translation of materials, scanning, printing of information resources, including through a price list approved in accordance with the established procedure;
conducting activities in accordance with the instructions on the storage and use of information library collections and other information library resources, establishing the types and amounts of damages caused by users to the information library center and the information library resources stored in it, in accordance with the legislation and internal regulations;
Making proposals on retraining and advanced training of personnel of the information and library center of Yashnabad district;
16. The Center is responsible for:
Creation of favorable conditions for the access of the population of Yashnabad district to information and library collections through the introduction of highly effective information and communication technologies, the use of information and resource base; provision of information and library services to all types of users;
creating conditions for obtaining information in accordance with the needs of users;
The information and library centers of the Yashnabad district prepare reports, statistical and other information on the implementation of regulatory legal acts in information and library institutions in the territory, on the work carried out in industry areas, and submit it to the Bilim Information and Library Center in Tashkent on time.;
The Yashnabad Regional Information and Library System is constantly replenishing its information and library fund;
providing complete information about the types of additional services, including paid ones, for the convenience of users;
provision of services to users in accordance with the established procedure based on the list of paid services and the approved price list;
providing information about existing information library collections upon user request;
compliance with intellectual property legislation;
Preservation of the center’s material assets, targeted use of buildings and structures.
V. Center management
17. The Yashnabad District Information and Library System operates on the basis of the Law of the Republic of Uzbekistan “On Information and Library Activities” and these Regulations.
18. The charter of the Yashnabad district Information and Library Organization is approved by the Tashkent City Information and Library Center “Bilim”, the staffing table is approved by the director of the district information and library center in coordination with the district finance department.
19. The information and library activities of the Yashnabad district are headed by the director, who is appointed and relieved of his duties by the director of the National Library in coordination with the local khokimiyat and the territorial administration of the Agency, recommended by the head of the Bilim information and library system of the city of Tashkent in accordance with the established procedure in coordination with the agency.
20. The Director of the Information and Library Center of the Yashnabad district carries out general management and is accountable to the Director of the Bilim Information and Library Center of the city of Tashkent and the head of the Agency’s territorial department.
VI. The property and funds of the center
21. Financial activities of the Center:
budget funds;
Extra-budgetary funds received through the provision of paid services;
Other sources that are not prohibited by law. Buildings and structures, the information library fund and other property on the balance sheet of the district information library center are state property.
22. Use, storage, and write-off of the property assigned to the Yashnabad District Information and Library Center in accordance with the established procedure
VII. Reorganization and liquidation of the Yashnabad Center
23. The reorganization and liquidation (addition, division, modification, coordination, optimization) of the Yashnabad District Information and Library Center shall be carried out in accordance with the procedure established by law.
24. When reorganizing the Yashnabad District Information and Library Center, all documents (financial, personal and other) are drawn up in accordance with the procedure established by law.
25. Upon liquidation of the information and library center of the Yashnabad district, its archival documents are transferred to the territorial state archival department in accordance with the procedure established by law.
RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN “ON FURTHER IMPROVEMENT OF INFORMATION AND LIBRARY SERVICES TO THE POPULATION OF THE REPUBLIC OF UZBEKISTAN“
The goals and objectives of the development of information and library activities in the current conditions of reforming the socio-economic sphere of the republic should correspond to the changes taking place in the country and international practice. In this regard, the priority task is the formation of a qualitatively new system of information and library services for the population, ensuring the constitutional rights of citizens to free access to information, including familiarization with national values and world culture, practical and fundamental knowledge, preservation and enrichment of the national cultural heritage stored in libraries, improving the organization of information and library institutions on the basis of the widespread introduction of information and communication technologies.
This will make it possible to have a significant impact on information and library activities, service to readers, acquisition and preservation of funds, automation of library processes, research and organizational and methodological activities, training, retraining and stimulation of personnel, and the development of international cooperation.
In order to further improve information and library services to the population, to develop the activities of information and library institutions:
1.Identify the main tasks in the field of further qualitative development of information and library services for the population:
reform of information and library activities taking into account the development of information and communication technologies and modern global trends;
improvement of the regulatory and legal framework in order to ensure high-quality social guarantees of the population for information and library services and the development of information and library institutions, taking into account modern requirements;
promoting the sustainable development of information and library services to the population in the regions; strengthening the material and technical base of information and library institutions, including the construction of new buildings and premises, the reconstruction of existing ones, and providing them with modern equipment;
development of public-private partnerships in the library sector, a network of private and electronic (virtual) libraries;
expansion of cooperation with Internet resources specializing in the distribution of e-books to improve the efficiency of libraries and the efficiency of service (including paid) users;
ensuring the security of information and library institutions and the preservation of information and library collections as part of the national and world cultural heritage;
formation and improvement of the information culture of the society, sustainable interest in the national history and culture, promotion and promotion of the culture of reading; staffing of information and library institutions with qualified specialists.
2.Approve:
a) The concept of development of the information and library sphere of the Republic of Uzbekistan for 2019-2024 in accordance with Annex No. 1;
b) The program of measures for the development of the information and library sphere in the Republic of Uzbekistan for 2019-2024 in accordance with Annex No. 2;
c) the organizational structure of the Alisher Navoi National Library of Uzbekistan — an information and resource center in accordance with Annex No. 3;
d) the structure of the administrative staff of the Alisher Navoi National Library of Uzbekistan-an information resource center (hereinafter referred to as the National Library) with a total staff limit of 227 units in accordance with Annex No. 4.
Grant the Director of the National Library the right to make changes, if necessary, to the structure of the administration of the National Library within the established total number of staff and the salary fund.
3.Approve the proposal of the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan (hereinafter-the Agency), the Ministry for the Development of Information Technologies and Communications, the Ministry of Finance to allocate two percent of the amount of funds received by the Fund for the Development of Information and Library Institutions under the Alisher Navoi National Library of Uzbekistan-the Information and Resource Center (hereinafter — the Fund).
4.Approve the proposals of the Agency, the Ministry of Higher and Secondary Special Education, the Ministry of Public Education, the Ministry of Health and the Ministry of Finance of the Republic of Uzbekistan:
about the formation of 186 district (city) information and library centers at the National Library, as well as the abolition of all existing information and resource centers at general education schools and secondary specialized, professional educational institutions;
about transfer of book funds and staff units of the abolished information and resource centers of general education schools and secondary special, professional educational institutions to the newly created district (city) information and library centers;
about preservation of libraries of general education schools and secondary special, professional educational institutions with the corresponding book fund and staff units according to the current regulations when information and resource centers are abolished.
5.Define the main tasks of the newly created district (city) information and library centers:
creation of qualitatively new and comfortable conditions for information and library services to the population, satisfaction of their scientific, educational, information and cultural interests on the basis of modern information technologies;
creating conditions for access of socially vulnerable segments of the population to information as a way of social adaptation and rehabilitation, opportunities for self-education and expanding the boundaries of communication; providing users with broad access to high-quality sources of information on any media (print, multimedia and digital), including the Internet;
ensuring the transition from traditional library services for readers to information and library support by creating their own information resources with ensuring their high-quality replenishment;development and modernization of remote services for information and library services for the population.
6.To the Agency:
within a month — to develop requirements for the placement and equipment of district (city) information and library centers with computer and other office equipment, furniture, including specialized, as well as appropriate library equipment, paying special attention to the equipment of reading rooms with special computer equipment and other auxiliary means for servicing persons with disabilities;
together with the Ministry of Information Technologies and Communications of the Republic of Uzbekistan, ensure the connection of district (city) information and library centers to the Internet and access to the electronic resources of the National Library;
within two months, together with the Ministry of Employment and Labor Relations of the Republic of Uzbekistan, to develop and approve the regulations for the activities of information and library centers, including providing services to the population in an extended mode;
take measures to increase the extra-budgetary income of information and library centers, including by expanding the list of paid services provided to the population (organization of language and computer courses, creation of copies of paper, audio and video materials, as well as other library services).
7.The Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent:
a) taking into account the requirements for the placement and equipment of district (city) information and library centers developed by the Agency:
within two months — in accordance with the established procedure, allocate buildings in the centers of districts (cities) for the placement and full functioning of district (city) information and library centers;
ensure that major repairs are carried out in the allocated buildings with the creation of all necessary conditions for unhindered access of persons with disabilities to the reading rooms and other common areas of the district (city) information and library centers, as well as equip them with the necessary equipment and equipment.
b) carry out appropriate works on the improvement of the territory adjacent to the buildings of the district (city) information and library centers and ensure uninterrupted power supply to these centers;
c) in accordance with the established procedure, take measures to employ the released personnel as a result of the abolition of information and resource centers of general education schools and secondary specialized, professional educational institutions.
8.Establish that:
the costs of maintaining the additional staff of the National Library in 2019 are covered within the budget funds provided for in the parameters of expenditures of the State Budget of the Republic of Uzbekistan on the social sphere, and from 2020 they are provided for in the parameters of the State Budget of the Republic of Uzbekistan;

replenishment of the library funds of district (city) information and library centers, as well as further measures to strengthen their material and technical base, are carried out within the budget allocations allocated for this purpose, the funds of the Fund and other sources not prohibited by law.
9.The Ministry of Higher and Secondary Special Education, the Ministry of Economy and Industry, together with the Ministry of Culture and the Agency, on the basis of studying the need for specialists in the field of library science, make proposals to the Cabinet of Ministers of the Republic of Uzbekistan on quotas for admission to specialized higher educational institutions in the direction of “Library and Information activities”.
10.Agree with the proposal of the Cabinet of Ministers of the Republic of Uzbekistan:
about providing the ministries and departments, the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent with the creation (improvement) of departmental libraries in state bodies and other organizations, including in military units;
on the financing of measures to create, update and replenish the book fund and the material and technical base of departmental libraries within the budget allocated for these purposes to state bodies, as well as extra-budgetary funds and other sources not prohibited by law;
on the annual formation, based on the Agency’s proposals, of a list of necessary publications for updating and replenishing the book fund of departmental libraries.
11.Agree with the proposal of the Agency and the Ministry of Culture of the Republic of Uzbekistan to approve May 21 as the Librarian’s Day, providing for the promotion of librarians with state awards and prizes for many years of conscientious work and contribution to the development of the information and library sphere.
Within one month, the Agency should ensure that the draft law of the Republic of Uzbekistan “On the establishment of the Librarian’s Day”is developed and submitted to the Cabinet of Ministers of the Republic of Uzbekistan in accordance with the established procedure.
12.The Agency, together with other interested ministries and departments, shall submit to the Cabinet of Ministers of the Republic of Uzbekistan, within two months, proposals on amendments and additions to the legislation arising from this resolution.
13.Control over the implementation of this resolution shall be entrusted to the Prime Minister of the Republic of Uzbekistan A. N. Aripov, the Head of the Presidential Administration of the Republic of Uzbekistan Z. Sh. Nizomiddinov and the Acting Director of the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan K. I. Allamzhonov.

development of the information and library sphere of the Republic of Uzbekistan for 2019-2024
The concept of development of the information and library sphere of the Republic of Uzbekistan for 2019 — 2024 (hereinafter — the Concept) is a single and integral system of views that defines the goals, objectives, principles, priorities and mechanisms for the development of the information and library sphere of the republic.
The goals and objectives of the development of the information and library sector in the context of the reform of the socio-economic sector should correspond to the changes taking place in the country and international practice.
Based on the Action Strategy for the five priority areas of Development of the Republic of Uzbekistan in 2017-2021, systematic measures are being implemented to improve the organization of information and library activities based on the widespread introduction of information and digital technologies. The introduction of modern information and communication technologies comprehensively affects the usual information and library activities: the processes of user service, acquisition and preservation of funds, automation of information and library processes, research and organizational and methodological activities, training, retraining of information and library personnel, their social protection, international cooperation.
The establishment of high spiritual values in society requires information and library institutions to pay increased attention to the individual, increase its general cultural level, develop spirituality, and educate morality.
In modern society, an information and library institution is defined as an information, cultural, educational and educational institution.
Information and library institutions of the republic with universal funds are of particular importance in providing deep knowledge of the national culture, analysis of its development and evolution. There is a need to improve the status of educational institutions, develop the scientific and information potential of branch scientific information and library institutions, as well as public-private partnerships in the information and library sphere, a network of private and digital (virtual) information and library institutions of the country.
Children and groups of citizens in need of social assistance and protection (people with disabilities, persons with disabilities, large families, and others) require increased attention of information and library institutions.
The ongoing socio-economic transformations in the country, the entry into the world community, and the increase in the international prestige of Uzbekistan impose certain responsibilities on information and library institutions to promote the development of reforms and provide the population with operational information.
The introduction of new technologies, the implementation of information functions of information and library institutions and the provision of access to information will depend on the scale and pace of automation and computerization.
The reform of the information and library sector is dictated by a weak regulatory framework, insufficient staffing of information and library funds and technical equipment of information and library institutions, a low level of training and retraining of information and library personnel and the need for their social support.
Chapter 1. General provisions
This Concept is developed in accordance with the normative legal acts regulating issues of cultural policy and information and library activities, defining the rights of citizens to free access to information, regardless of their social status and place of residence, in order to define a system of measures to support and develop information and library activities in the republic.
Currently, the professional information and library community of Uzbekistan considers information and library institutions as a democratic socio-cultural institution and an information base for the development of the culture of the modern information society and the socio-economic development of the country and believes that the state of information and library services is an indicator of the level of culture of society.
Chapter 2. The state of information and library activity in the Republic
The analysis of the state of information and library activities in the republic shows the need to improve the regulatory framework in order to ensure social guarantees of the population for information and library services, guarantees for the development of information and library institutions, taking into account modern requirements.
To date, the legislative and regulatory framework of information and library services in the Republic of Uzbekistan consists of: laws of the Republic of Uzbekistan “On information and library activities”, ” On Copyright and related rights»;
decrees of the President of the Republic of Uzbekistan dated August 11, 2017 No. UP-5148 “On further improvement of management in the field of press and information”, dated February 19, 2018 No. UP-5349 ” On measures for further improvement of the field of information technologies and communications»;
resolutions of the President of the Republic of Uzbekistan dated February 23, 2011 No. PP-1487 “On measures for further qualitative development of information and library and information and resource services based on information and communication technologies for 2011-2015”, dated March 20, 2012 No. PP-1729 “On measures for organizing the activities of the Alisher Navoi National Library of Uzbekistan-Information Resource Center”, dated March 21, 2012 No. PP-1730 “On measures for further introduction and development of modern information and communication technologies”, dated September 13, 2017. No. PP-3271 “On the Program of comprehensive measures for the development of the system of publishing and distributing book products, improving the culture of reading”, dated February 2, 2019 No. PP-4151″On the organization of the activities of the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan”.
In order to improve public access to electronic information resources, to unite and connect information and library institutions to the unified general education electronic library, to improve the system of interdepartmental electronic interaction, the project “National General Education Electronic Library”is being implemented.
Modern information and electronic technologies are gradually being introduced in the country’s information and library institutions:
the number of automated jobs for users is increasing;
own electronic databases are being created;
users are provided with new types of information and library services of higher quality.
The largest information and library institutions of the country actively use virtual reference services to meet the information needs of the population, develop cultural, leisure and educational activities.
However, insufficient attention is paid to the integration of information and library institutions into the global library community, the introduction of innovative methods of working with users and the public, including in the field of improving the culture of reading, there is no systematic work with users in the context of the dynamic development of mobile communications, numerous gadgets and wi-fi, increasing the flow of e-books and” book readers “.
A significant number of information and library institutions are not provided with modern information and communication systems, computers, copying and multiplying equipment, security and fire alarm systems, fire extinguishing, climate control, telephone communication, there is no modern equipment to serve the population, especially in sparsely populated remote areas and persons with disabilities.
Technical re-equipment of information and library institutions, the introduction of new information technologies require the involvement of highly qualified specialists in information and library institutions, the cost of which in the labor market is significantly higher than the capabilities of information and library institutions.
The low level of remuneration of employees of information and library institutions, inadequate working conditions and responsibility for the safety of the funds entrusted to them stimulate the outflow of qualified personnel, create a turnover that is dangerous for the preservation of cultural values and the preservation of the intellectual potential of the country.
A large number of unoccupied rates and a shortage of employees reduce the level of requirements for hired employees, which makes it possible for unskilled workers (in many cases not in their specialty) to join the staff of librarians. For optimal solution of these issues, it is necessary to review the level of remuneration and social protection of employees of information and library institutions.
Chapter 3. Goals, objectives and main priorities for the development of the information and library sector
The priority goals of the development of the information and library sphere are the development of the system of information and library services for the population, ensuring the constitutional rights of citizens to free access to information, familiarization with national values and world culture, practical and fundamental knowledge, as well as the preservation of the national cultural heritage stored in the information and library institutions of the country.
To achieve the strategic goals of effective development of the information and library sphere, it is necessary to solve the following tasks:
accelerating the reform of information and library services, taking into account the development of information and digital technologies and current global trends;
improvement of the regulatory and legal framework of information and library activities in order to ensure social guarantees of the population for information and library services, guarantees for the development of information and library institutions, taking into account modern requirements;
development of the material and technical base of information and library institutions, including the construction of new buildings and premises and the reconstruction of existing ones, providing them with modern equipment;
introduction of the latest technologies, including information and communication technologies, development of corporate systems;
development of public-private partnerships in the information and library sector, a network of private and digital (virtual) information and library institutions;
ensuring the security of information and library institutions and the preservation of information and library collections as part of the national and world cultural heritage;
formation of the information culture of the society, sustainable interest in the national history and culture, promotion and promotion of the culture of reading;
providing information and library institutions with qualified personnel.
Taking into account the definition of goals and objectives, it is necessary to develop the following priority areas of the information and library sphere:
bringing the legislative framework in line with the objectives of the development of information and library services for the population;
creation of a mechanism for completing information and library institutions, formation of a system of information about publications, including on electronic and other media;
ensuring the safety of information and library collections;
introduction and development of new information technologies, creation of the national information and library network;
development of the system of training, advanced training and retraining of information and library personnel on the basis of modern information and library technologies;
development and introduction of new types of information and library services, including paid ones;
creation of favorable conditions for the effective work of information and library institutions ‘ employees and their social support;
strengthening the material and technical base of information and library institutions;
development of research and methodological activities;
coordination of the management of information and library institutions of all systems and departments;
development of international cooperation and entry into the world information and library community.
Chapter 4. The main tasks for solving the priority directions of development of the information and library sphere
1.Creation of mechanisms for completing information and library institutions, ensuring the safety of information and library funds:
methodological support, introduction of the latest technologies in the field, provision of training and retraining of personnel-custodians of information and library collections and restorers, formation of public opinion on the problems of preservation of information and library collections;
improvement of approaches to the formation of information and library collections, taking into account the needs of users in information, replenishment of funds, their acquisition and establishment of rights to own a mandatory copy with subsequent free access to it;
creation of conditions for providing information and library institutions with publications of public, commercial and private publishers, works of compatriots living abroad, as well as foreign publications about Uzbekistan, formation of literature funds in the languages of the peoples living on the territory of the republic;
updating the information and library collections of information and library institutions through the introduction of a system for obtaining a mandatory copy, subscription, donation, purchase, inter-library and international book exchange, acquisition of national and foreign online and offline electronic documents, building an optimal balance between “ownership” and “access” , etc.;
ensuring the receipt of new literature in various types of media to the fund of information and library institutions, doubling on average the amount of funds allocated for completing, increasing, and replenishing the funds of information and library institutions of regional information and library institutions of regional, district, and city levels;improving information and bibliographic activities with the introduction of a system for automating the processing of publications and their search;
formation of consolidated electronic catalogs, full-text databases and provision of information and library institutions with access to the Internet;

intensive introduction of new information technologies, strengthening the technical base of information and library institutions by increasing the fleet of personal computers, purchasing licensed software;
increasing the number of automated jobs for users;
digitization of funds, including local history and rare publications;
expanding the connection of information and library institutions to the Internet in order to provide remote access to all residents of the country to regional, national and world information resources;
creation of websites and active participation of information and library institutions in the virtual space, provision of virtual reference and library services to the population;
creation of a single information and library portal with remote access to information resources of information and library institutions of the country;
improvement of existing and introduction of modern competitive technologies to ensure access to information and knowledge in the provision of public and additional services;
improvement of the system of information support for scientific research and the educational process, modernization of the electronic document delivery system and the virtual reference service with the possibility of using mobile communication means;expansion of collective subscription and allocation of funds for a regular annual subscription for information and library institutions of the country;
development of innovative activities of information and library institutions, their innovative infrastructure, building effective innovative relations and communications with the population, attracting investments, including private ones, for the development of innovations and the implementation of innovations;
creation of services that allow expanding access to electronic catalogs, documentary resources and services provided by the National Library of Uzbekistan to users of various educational, social, age groups and persons with disabilities online (24/7/365);
improving the information competence of users of information and library institutions, improving the media literacy of the population by providing educational services to children, adolescents and young people, etc.
3.Development of the system of training, retraining and advanced training of information and library personnel on the basis of modern information and library technologies:
creation of a system of continuous information and library education of library staff on the basis of regular professional development and retraining in current areas of modernization of information and library science, introduction of a system of distance learning of information and library personnel, etc.;
organization of permanent professional development courses for information and library personnel, development of distance learning courses for both students and employees of information and library institutions, training of teachers and assistants in leading scientific organizations of foreign countries (library faculties), development of scientific schools in information and library science, etc.;
based on the study of the need for specialists in the field of library science, the increase in the quota of admission to specialized higher educational institutions in the direction of “Library and information activities»;
providing the information and library community with professional information, publishing fundamental bibliographic manuals using new publishing technologies, facsimile editions of unique documents from the collections of information and library institutions, cooperation in the field of cataloging, which helps to prevent duplication of work and reduce the cost of cataloging in information and library institutions of the country;
expanding the participation of information and library institutions in international projects in the field of professional development of information and library workers, exchange of experience, etc.
4.Development and introduction of new types of information and library services, including paid ones:
provision of access to the consolidated electronic catalog, development of corporate information and library networks for the exchange and free access of citizens to electronic information resources;
providing conditions for the implementation of interlibrary subscription opportunities and electronic delivery of documents, creating a unified information environment, expanding access to educational and information resources, developing a mechanism for interaction between information and library resources, creating a single search engine that unites large information and library resources of the country.
5.Creating favorable conditions for the effective work of employees of information and library institutions and their social support:
ensuring social protection of information and library workers, expanding their rights and benefits (allocation of interest-free loans for the purchase of housing), modernization of the unified tariff grid by increasing the tariff category in all categories of information and library institutions;
revision of the tariff and qualification characteristics of employees of information and library institutions, providing for the expansion of the nomenclature of positions of information and library institutions in accordance with the modern needs of the sphere on the basis of the Classifier of the main positions of employees and professions of workers;
ensuring the level of remuneration in the information and library sector, which guarantees the normal development of information and library institutions;
providing employees of information and library institutions with additional payments for seniority;
establishment of professional awards and state awards;
establishment of the “Kutubhona ailochisi”badge.
6.Strengthening the material and technical base of libraries:
organization and conduct of a complete inventory of all information and library institutions of the republic;
repair and reconstruction of buildings and premises of information and library institutions that are in disrepair and require major repairs;
construction of specialized buildings for information and library institutions;
technical equipment of information and library institutions with modern equipment for servicing persons with disabilities;
development of the material and technical base of information and library institutions, including the construction of new buildings and reconstruction of existing ones, for the creation of district (city) information and library institutions, providing them with modern equipment.
7.Research and methodological activities:
conducting corporate applied research works in modern areas of information and library activities;
introduction of new types of information and library services and expansion of the network of information and library services, etc.;
conducting research and organizational and methodological work on an interdepartmental basis in various areas of activity of information and library institutions, as well as jointly with major information and library institutions of the CIS countries and foreign countries on the introduction of modern competitive information and library technologies;
improving the system of information support for scientific research and the educational process;
modernization of the electronic document delivery system;
development and improvement of the system of preparation of methodological manuals, recommendations, and provision of advisory assistance;
development of proposals for the development of innovative activities of information and library institutions, their innovative infrastructure, building effective innovative relations and communications with the population, attracting investment, including private investment, for the development of innovations and the implementation of innovative ideas;
development of proposals for the establishment of the Council for the Defense of Doctoral and Candidate Theses in Information and Library Science under the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan.
8.Development of international cooperation:
development of cooperation with the world library community based on the conclusion of bilateral agreements, participation in international forums and other events;
development and implementation of various forms of cooperation in international book exchange, electronic exchange of information resources;
formation of consolidated electronic catalogs, creation of data banks;
participation in the implementation of international projects, activation of the interlibrary subscription (electronic delivery of documents);
conducting national and international conferences and seminars, participating in similar events abroad.
Chapter 5. Implementation of the Concept
The main tool for the implementation of this Concept is the Program of Measures for the Development of the Information and Library Sector in the Republic of Uzbekistan (hereinafter referred to as the Program), which provides for the development of measures for the development of information and library business in the republic.
The implementation of this Concept is planned to be carried out at the national level in cooperation with the relevant ministries and departments, local executive authorities, with the involvement of commercial organizations, sponsors, including foreign investors.
Coordination of the implementation of the Concept will be carried out by a specially authorized state body for improving the system of publishing and distributing book products, as well as in the field of information and library activities-the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan.
The Concept will be implemented in two stages:
The first stage (2019-2020) provides for:
connecting regional libraries to a single database for further integration with international systems;
development and approval of the Regulations on the National General Education Electronic Library Center;
increase in the quota of admission to specialized higher educational institutions in the direction of “Library and information activities»;
development and approval of model staff and Model regulations on the information and library center and library, which are part of the organizational structure of the National Library, taking into account the increase in the volume of services provided with the use of modern information and communication technologies;
development and approval of the program for the development of public-private partnership in the information and library sector, the network of private and digital (virtual) libraries in the Republic of Uzbekistan for 2019-2024.;
repair and reconstruction, as well as construction of buildings and premises of information and library institutions that require major repairs;
development and submission to the Cabinet of Ministers of the Republic of Uzbekistan of a proposal on the establishment of the badge ” Kutubhona alochisi»;
conducting and updating inventory data, preparing measures for the practical implementation of measures, etc.
The second stage (2021 — 2024) provides for:
development and adoption of the Law “On mandatory copies of publications” to improve the mailing system;
elaboration of the issue of ratification of the “Convention on the International Exchange of Publications»;
activation of cooperation with leading research centers of the CIS and foreign countries;
creation of the Council for the Defense of Doctoral and Candidate Theses in Library Science under the Higher Attestation Commission under the Cabinet of Ministers;
formation of a corporate network for the exchange of resources, automation of corporate interaction;
development of industry standards, methodological manuals and recommendations for information and library activities;
joint work with state bodies, khokimiyats on organizing the activities of district (city) information and library institutions;
definition and implementation together with the interested ministries, departments, organizations, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions, districts (cities) of measures for the implementation of the Concept.
Chapter 6. Resource provision
Resource support, in particular, the issues of financing the activities defined by the Concept will be carried out within the budget allocated to information and library institutions, at the expense of the Fund for the Development of Information and Library Institutions at the Alisher Navoi National Library of Uzbekistan, the income from self-financing activities of libraries, funds from sponsors, foreign investors, as well as other sources not prohibited by law.
Chapter 7. Expected results
The implementation of the Concept will create a unified information and library network that will contribute to the further development of information and library institutions in the country and the effective coordination of activities within the information, cultural and educational space.
Based on the results of the planned activities at the first stage of the implementation of the Concept, it is expected:
creation by 2020 of 186 modern information and library centers in the districts and cities of the republic, covering 86.0% of the population;
the beginning of the formation of an integrated system of interaction between information and library centers in Uzbekistan by connecting 10% (21) of libraries to a single interactive database by 2020;
increase in the e-book collection to 1.2 million copies;
further development of international cooperation in the field of information and library activities with 14 foreign countries.
At the second stage, it is expected:
formation of an integrated system of interaction of information and library centers of Uzbekistan with the completion of the connection of 207 libraries of the republic in a single interactive database;
increase in the e-book collection to 3.3 million copies;
further development of international cooperation in the field of information and library science with 21 foreign countries.
In addition, the Concept:
it will allow information and library institutions that perform the most important social and communication functions as one of the basic elements of the cultural, educational and information infrastructure to make a worthy contribution to the economic development of the country;
it will help to improve the legislative framework in the field of information and library management, taking into account national interests and international experience (which will allow to meet the current trends in the development of the information and library sector, as well as significantly affect the development of information and library institutions and the growth of information and library services to the population);
it will allow to create a system of acquisition of funds of information and library institutions, including on electronic and other media, to ensure the safety of library funds, to introduce and develop new information technologies, to improve the national information and library network and to carry out specialized scientific research, to intensify the development of methodological manuals;
promotes the creation of a system of training, retraining and advanced training of information and library personnel on the basis of modern technologies, as well as favorable conditions for the effective work of employees of information and library institutions and their social protection; promotes effective coordination and management of information and library institutions of all systems and departments, comprehensive development of international cooperation, strengthening the material and technical base of information and library institutions.
